Dowling joins other GCLC board members who are community justice advocates helping guide the organization's mission to provide affordable legal services. The board's responsibilities include setting the clinic’s overall strategic direction, ensuring the organization remains true to its mission of providing access to justice for underserved communities, and overseeing its governance and financial health.

The GCLC has assisted more than 500,000 clients with civil legal matters since its founding in 1981. The clinic expands access to justice by providing urgently needed civil legal aid services to thousands of people in underserved communities across Chicagoland every year.

Admitted to practice in Michigan and the state and federal courts in Illinois, Dowling is a member of the American, Illinois State and Chicago bar associations, as well as the State Bar of Michigan. He is a 2013 graduate of the University of Illinois Chicago School of Law and received his undergraduate degree from Indiana University Bloomington in 2010.

Dowling defends an array of companies in various industries ranging from aviation to logistics and trucking to ride-sharing providers. He has successfully represented clients in cases involving contract disputes, catastrophic injuries allegedly caused by specific product failures and negligence actions arising from accidents on premises, as well as employment-related claims. He also represents attorneys, real estate agents and brokers, home inspectors, general contractors and architects in malpractice claims

The members of Plunkett Cooney's Torts and Litigation Practice Group focus on the defense of all manner of civil litigation, including construction disputes, motor vehicle negligence, liquor liability, product liability, toxic torts and premises liability, including slip, trip and falls.
